I have a HP printer, I paid to refill the ink cartridge at a refill station in an electronic store. I put the ink cartridge in the printer, i turned the printer on to check the ink level to found out it was still empty. I went back to the refill station to get it refilled again repeated the process without success.

You can but it’s highly unrecommended by the printer companies and could void the warranty on your printer. These are brands such as Calidad and PrintSmart that contain tiny bottles of ink that you can (theoretically) use to refill the ink level in your empty cartridges.
I used to work at a printer repair shop and 90% of the time the problems with printers stemmed from the use of home refills…See, the ink for printers comes in all different shades and consistencies and using a generic type (such as those they put in the refill ink packs) can cause the ink to block the tiny holes in which it normally comes out, requiring maintenance by a professional to properly fix.
